BILL TO MONITOR SEXUAL OFFENDERS

An act to provide for the imprisonment,registration and monitoring of person’s that have been convicted for sexual offence against children under 18yrs. The bill passed through it second hearing on 18th January 2018. The bill is establish to monitor the unit under NAPTIN that is charge with the responsibility of registering and monitoring all persons that have been convicted of sexual offences against minors under the age of 18 by competent jurisdiction both within and outside Nigeria. The bill seeks to provide proper record of person’s convicted of sexual offence against minors thus the likelihood of them committing such sexual offence in the future. The bill state that there will be collaboration with relevant organizations,police and 36 states of the federation, non-government organization and foreign based organization for effective monitoring of sexual offenders. Hon. ochilegbo idiagbo who read the bill say that the rationale behind the bill is to monitor sexual offenders to prevent reoccurrence of such sexual offences against minors. Hon. Ochilegbo Idiagbo say that the trauma children suffer many years after as a result of sexual offence against them is one that any responsible society must be proactive rather than reactive in combating or forestalling the reoccurrence of such sexual offence. The bill warns that anyone who engage in lewd and lascivious behavior with minor or any involving in sex either physically or through the use of the internet, computer or electronic device shall shall be liable upon conviction. The bill also state that whenever a sexual offender enroll for employment either voluntary service or for compensation, the monitoring unit shall notify the institution of details of the sexual offender.
