How NCC’s 2026–2030 Spectrum Roadmap Could Shape Nigeria’s Digital Future

With the launch of its National Spectrum Roadmap 2026–2030, the Nigerian Communications Commission (NCC) has signalled a clear shift toward long-term digital planning, placing spectrum management at the centre of Nigeria’s economic and technological growth.

The National Spectrum Roadmap 2026–2030, unveiled at a high-level stakeholders’ forum in Abuja, has been widely welcomed as more than a regulatory guide. Participants described it as a clear policy statement that recognises spectrum as a national development asset critical to Nigeria’s digital ambitions.

Speaking at the forum, the Executive Vice Chairman of the NCC, Dr. Aminu Maida, said the roadmap responds to rising demand for faster broadband, wider network coverage, improved service quality, and deeper digital inclusion. The framework is designed to create a predictable and transparent environment that attracts investment and encourages innovation across the telecommunications sector.

A key highlight of the roadmap is the planned opening of the lower 6GHz and 60GHz licence-exempt bands. This move is expected to expand capacity for high-speed broadband, particularly for Wi-Fi, fixed wireless access, and enterprise services. Industry observers note that this could lower deployment costs for operators and improve affordability and reliability for consumers.

Represented by the Head of Spectrum Administration, Atiku Lawal, Dr. Maida emphasised that spectrum underpins everyday digital activities, from mobile communication and online banking to telemedicine and smart city services.

The roadmap also reflects growing concern about future data demand. With increasing smartphone use, cloud services, artificial intelligence, and the Internet of Things, stakeholders agree that proactive spectrum planning is necessary to prevent capacity constraints from slowing innovation.

Importantly, the framework reinforces the NCC’s focus on inclusive growth. It stresses that spectrum allocation must deliver tangible benefits to rural and underserved communities, supporting national goals to bridge the digital divide.

This position was echoed by the Executive Commissioner for Technical Services, Abraham Oshadami, who noted that efficient spectrum use should support key sectors such as education, healthcare, commerce, security, and governance, not just urban connectivity.

Beyond connectivity, the roadmap carries significant economic implications. Telecommunications remains a major contributor to Nigeria’s GDP, and effective spectrum management directly affects service quality, affordability, and competitiveness. By offering regulatory clarity, the NCC is strengthening investor confidence in a challenging global environment.

Stakeholders from the technology ecosystem have praised the consultative approach adopted by the Commission. Dr. Lola Fafore of Huawei Nigeria described the roadmap as a catalyst for broadband expansion and next-generation technologies such as 5G and advanced Wi-Fi.

Telecommunications experts also believe the framework aligns Nigeria more closely with international best practices in spectrum planning, improving the country’s standing in the global digital economy and encouraging cross-border collaboration.

More broadly, the roadmap recognises that spectrum policy now goes beyond telecom regulation. It affects productivity, job creation, digital entrepreneurship, and the ability of small businesses to compete online.
